Hardcore standard league (not SSF, you can trade)

The private league has the following mods:

monsters have 20% increased damage
monsters have 40% more life
monsters have 20% increased attack, cast and movement speed
monsters have 30% added fire/cold/lightning
monsters fire 2 additional projectiles

reduced player resistances -20%
no magic or rare drop
no vending

Is this on EU server? I played one of these leagues but latency was unbearable.
