Blurry text (NPC names, items on the ground, etc) when moving

Hello guys!
I have a problem, when I move my character, especially left and right, all item plates, NPC names etc is blurry. When I move up and down - all looks more clear.

I tried everything, changing every single setting in game, in nVidia control panel.
Tried to use HDMI and VGA cable.
My specs: i7-3770k, GTX 660 Ti, 8 Gb RAM
Monitor: Samsung S24D300 2 ms 60 Hz
I understand that 2 ms is not 1 ms and my monitor is not support 144 Hz or 120 Hz, but I cannot believe that all players here in PoE use 144 Hz gaming monitors and that's why they have not experienced similar issues.

Yes, video is recorded at 30 frames, but it's enough to understand issue.
Game running at 60 fps (and I tried to uncap it vsync off etc)

I have a 165hz 1ms monitor and im having the same problem

Neither of you have either 1ms or 2ms screens, that is just marketing and incorrect. OP's samsung is a business monitor that has who knows how slow response time. Especially if you have some kind of overdrive enabled in the OSD, it can cause ghosting, overshoot errors, or excessive blur. It's just the way it is for slow business screens that aren't intended for gaming at all.

On gaming 165hz screens having the wrong overdrive setting can cause the same problem. It's not really related to the game, but just how text is rendered on the screen.

I have the same problem at Xiaomi 34. Only at PoE. Is there anything I can do to diminish blurry effect, please?
