Low details

Hi Everybody,
If it is somewhere, please move my thread.
After last update my graphic settings back to "Normal".
What I mean, My laptop is kinda old so some time ago I found guide how to decrease your graphic details to extreme level.
It has been in config.ini file in main folder of POE.
As I said, after last update or maybe one before, my settings back to common/normal status and I can't find config file to lower my graphic detalis again. All I can do is to set settings in options but it's not enough in most of locations.
can somebody tell me how to fix that?
Right now I am not able to kill Elder because his animations are too expensive for my graphic card. I can fight him even with closed eyes because there is no difference If game lags every 2sec. When The Hand spawn all minions my game just stays and the only solution is to use charged dash and run away from main spawn somewhere on the edge of spawn where the animation is less busy.
