Help! Confused returning player

Hey guys, so, I'm a returning Xbox One player from last year, mid-30s Duelist with skills being heavily focused on 1h/Shield. I know I was originally going to be a Flicker build but I have no idea how to do that without gear that gives charges and I have been given nothing other than, "read the wiki noob" answers.

Can someone recommend a good skill or two I could try that go well with 1h on a Duelist? I have a metric assload of "+x% 1h Damage" and obviously don't want to waste those.
