Discharge skill gem - charges ?

As a reward in a quest, I obtained a "Discharge" skill gem. I read on PoE wiki that it uses up all the "charges", whatever that is, dealing elemental damage but when I'm using it during combat, nothing happens. How do I get those charges or use this gem? I'm a lvl 33 witch. ;)

There's three types of Charges; Power, Endurance and Frenzy.
Per Charge you currently have, you gain specific bonuses. They are listed on the Character Sheet under the Charges tab. Power Charges grant Crit Chance, Endurance gets you Physical Damage reduction and Resists, Frenzy increases Attack and Cast Speed. The duration, bonuses and maximum amount can be improved with Passives. Charges are obtained through Skills, and some Unique items grant ways to generate Charges. Two examples: -Enduring Cry, a Strength skill, taunts all nearby enemies, and grants Endurance Charges based on the amount of enemies taunted. -Blood Rage is a Dex buff that damages you, but grants Life Leech, and you gain 1 Frenzy Charge every time you kill something. Discharge is a big stonkin' AoE that deals damage based on the types and amounts of Charges you have. If you have 6 Endurance Charges, it will deal a crapload of Fire damage. With 3 Power and 3 Frenzy Charges it will deal a decent amount of Lightning and Cold damage. It's a tricky skill to use, and requires a rather dedicated build.
