Latency Spikes ONLY When Watching Streams

TLDR first: I am experiencing microstuttering or "slow-downs followed by speed-ups" accompanied with short latency spikes, but this ONLY occurs when I'm on Twitch watching streams. It does not happen constantly but it does happen semi-frequently with no apparent pattern. I have not noticed this with any other game and my bandwidth is fine at 60 Mbps down.

I moved this past week so I cannot tell if this is an issue with PoE or with my new ISP. I am guessing the latter as I first noticed this after the move, but it was also the same day The Awakening launched. I realize the servers were all somewhat laggy at launch, but when mentioning the lag to my group of friends, they were responding as if it wasn't that big of a deal when sometimes the play was unbearable. Usually it's playable but sometimes the "slow-downs" are so bad the game comes to a halt for a moment or two (probably only noticeable with Lockstep) and then it speeds up again. I did not notice this at all during the beta, but again I was on my old ISP for all of beta and was on the new ISP for launch.

This only happens when I'm watching streams. Browser makes no difference. Lowering the quality of the stream does not fix the issue. It does not happen while I myself am streaming, only when I have another stream going on my other monitor. It's like the ISP is throttling PoE when it detects another download going on. I have tried both Texas and Washington servers and have experienced the same phenomenon.

Has anyone else had this issue? I can't tell if this is a video issue (Flash maybe?) or network issue, although I'm leaning toward the ISP. Could possibly be my video drivers (haven't updated them in forever and have not had any issues until now). Any ideas?

Same here.
Exact same symptoms. Also checked by pressing F1 -> MS & FPS ok but every few seconds it pops up to a lot. This happens while standing still in any town as well as outside doing stuff.
Sometimes looking for trouble gets trouble to look for you.
Depending on the quality of the video it's using up bandwidth( i doubt that's the cause) that could be used for the game but the other thing here is the impact on ram having a browser open with a stream...the game preloads data to ram over 2 gig of it for the awakening but that is by no means everything the game needs to have on hand and some effects are loaded on the fly hence the pause...the fast forwarding is you catching up to the last action the server received when your PC froze to load something.
