Unable to Install. Stuck with 0B/sec.

I've been playing Path of Exile on my relatively new computer for a couple weeks now, but I was having trouble with the last patch so I tried uninstalling and reinstalling. I uninstalled through the Windows Uninstall manager and then I deleted the Grinding Gear Games folder. I then re-downloaded the installer from the PathofExile website and ran the installer. After it installs the initial files to C:/Program Files (x86)/Grinding Gear Games/ Path of Exile, I rightclick the PathOfExile icon and Run as Administrator. Everything goes smoothly until it hits the download window where it's just stuck at 0B/sec with random intermittent spurts of instantaneous 20-800KB progression whereby it immediately slows to 0B/sec again. It's been 30 minutes and only 3.25 MB have been downloaded.

I've tried a couple things.

-Disabled Windows Firewall and Windows Defender. (No Anti-virus installed)

-Turned off Wi-Fi and am using a wwired connection. (Speedtest says 30MBits/Sec)

-Updated drivers

-Restarted computer numerous times

-To verify it wasn't an ISP issue I went on my laptop, completely uninstalled PoE on the laptop. Followed the same steps as above and it downloaded without any issues in around 1-2 hours.

I'm very confused about what could be causing this issue because I was able to install and continuously patch the game for the past month without issues. Any help or insight would be greatly appreciated!

Thanks in advance!!

---Update 1---
So I let the installer/patcher run for the past 2 hours and it has gotten stuck on a Connection Failure. "Error: Couldn't resolve host name while downloading". My connection is fine. I can browse pathofexile.com with no problem and stream videos as well.

I have a screenshot below!

I am having the same issue. Been playing the game fine on this computer since mid-2013, then 1.2.4b hits and I'm not able to download. Figured it was an old installation so I might as well reinstall to improve load times, but the new installation isn't downloading anything either. I've tried the same steps.

The client.log file shows queuing to download lots of files, and then timeouts for them at the bottom.
Make sure you're running as administrator and disable all antivirus/firewall/security software or hardware to make sure it's not interfering.
I did all of that already, it's all there written in the first post. Those were the first things I tried. Anything else? Any other help would be greatly appreciated!
looks like a DNS issue.

set your primary DNS server to 8.8.8.8 and secondary to 8.8.4.4 (Google opendns).
Tried 8.8.8.8 and 8.8.4.4 for my router's DNS, and also tried swapping them to 8.8.4.4 and 8.8.8.8, with network resets inbetween and after. No change in the patcher, still stuck at 0%.

Also tried installing to a new directory, just in case. Nope.

Can't think of what would suddenly cause this with patch 1.2.4b after over a year of no problems.
Tiers, please create your own thread. I was not addressing you with my suggestions.

Please be specific with the problem and any error messages you get, as well as what you've tried. Also try a VPN.

As I asked Tiers, please create your own thread.
So just an update (I'm the OP's friend.) We never managed to get the patcher working. We tried changing the DNS, tried changing the file location, used a wired connection, all the aforementioned suggestions. Nothing worked so I transferred my game files over to the offending computer. That was a temporary fix that allowed OP to play the game for a day. During that day, everything was fine (double-click desktop shortcut -> PoE opens no problem). That was Saturday Nov 1st.

Sunday Nov 2nd, it was a little weird. Double-clicking the desktop shortcut didnt immediately load up the game client. Instead, the patcher loaded up for no apparent reason (there was no patch yet) and was allocating resources. We got around this by adding "--nopatch" to the end of the target line of the PoE shortcut. This allowed OP to play again.

Now today, Nov 4th. Game was running fine for OP until the patch. Took away "--nopatch" from the target to download today's patch and it's the same problem over again. stuck at 0B/s. we tried all the same steps as before and still got no results. We even tried Bex_GGG's suggestion:

"
Please try Drakier's steps. If this doesn't help please add " --nopatch" to the end of your Path of Exile shortcut target line. This should allow you to enter the game. Once you enter the game, then remove " --nopatch" and load the game normally.

Please let us know how you get on.

Adding "--nopatch" to the shortcut target allows the game client to load but OP is then unable to login.
Removing "--nopatch" from the shortcut target while the game client is running prompts the following error message:

Looking at recent forum posts, this doesn't seem to be an isolated problem. Hope this can help you guys figure out the cause.

Edit: I should probably note that I am no longer in the same city as OP so I can't transfer my game data over again.
