Co-op interlude Quest Sync Error

Hi my character is locked out of being able to travel to The Refuge as part of the Interlude. Whenever I try to use the waypoint to travel it tells me "You do not have the required quest state" I okay this character on couch co-op with someone and their character can travel to The Refuge mine cannot.
