Arctic Howl does not empower ANY attacks!

Hello friendly developer person,

I have tested Arctic Howl a lot and it does not EVER empower ANY attacks. Doesn't matter how many enemies are in range. I even tested it with "Roaring Cries" which makes Warcries have minimum of 10 power, which should in theory always make Arctic Howl empower 2 attacks. PLEASE FIX THIS I REALLY WANT TO TEST OUT THIS SKILL.

It has to hit a frozen enemy or freeze one in order to proc the empowerment.
