How am i supposed to increase the quality on my weapon basic attack/ascendency-granted skills?

Hi, not sure if this is a bug or if i'm just uninformed. The tooltip for Talisman's werewolf form's basic attack says that its quality can be scaled up. However, Dragging a gemcutter prism over it does not improve its quality like it would with any other skill gem. This is also the case for the "Fire Spell on Hit" skill gem accessed through the Warrior's Smith of Kitava Ascendancy.

Skills granted by Ascendancies have a number of sockets based on your character level.
