Guild Hideout Error

Hello,
I am a member of a Guild within POE2 and our Guild Leader has set his personal hideout option to "allow guild members to visit hideout" and to allow "guild members to utilize portal." As long as he is playing or online, those of us in the guild ARE able to go to our guild hideout, either by using the /guild command or the map icon - guild hideout.
Unless the Guild Leader is online, though, none of us can access his hideout through the "guild" option though we CAN access it if we are on his friend's list.
I am acting Guild Leader while ours is busy with real life and have recreated this situation in an attempt to find resolution. Same thing happens with me - As long as I am online, guildies can use the /guild command and/or use the map - guild hideout icon to go to the Guild hideout. If I am NOT online, though, even with the settings still the same, an error message appears (I've attached screenshots to this email) and the hideout is unavailable via /guild or the map's Guild Hideout icon. However, anyone on my friend's list CAN visit my hideout with no problems.
Can you please help me understand what exactly I am doing wrong or if this will be addressed/fixed in the future?
Is there a way to have a Guild Hideout set, that will allow all Guild Members to utilize the Guild Hideout without the Guild Leader or a Guild Member like myself who has the settings to allow Guild members access being online 24/7?

Been trying to get assistance for almost as long via email support. After thry requested and received proof three times, then not getting updates for months, I get:

"As mentioned previously, we can confirm that this is a known issue that the team are looking into. I am sorry for any inconvenience that this may cause."

Never once was it mentioned, and maybe had it been said I wouldn't have bought 3 more tier 3 supporter packs myself to donate and troubleshoot, or had a buddy take guild lead and also buy a tier 3 pack to donate a hideout that just doesn't keep!
