Gained level and did not receive passive skill point.

I gained level on 2 different characters in league and did not receive passive skill points.

Please post the results of /passives. I would bet you are mistaken because nobody since the game was released has ever not received a skill point from leveling.

Common leveling unique but it's a carelessness of many players:
"It has the hidden affix of "Insanity", which has a wide variety of (purely cosmetic) effects. For example posting cryptic, sometimes nonsensical chat notices or randomly playing death or level-up animations. "

2 total Ascendancy Skill Points (2 allocated)
54 Passive Skill Points from character level
17 Passive Skill Points from quests:

They add up right from that, but when level went ding there was no passive there strange, but subsequent ones were there.

I will not pursue the matter forward.
